After four people, including a baby, were found dead near Emerson, Manitoba, close to the U.S. border, there are new details about Steve Shand, the 47-year-old Florida man charged in the case.
Court documents reveal U.S. Homeland Security believes the incident is part of a larger human smuggling operation involving Shand. He is accused of smuggling 11 Indian foreign nationals across the border this week, including the four who died in the extreme cold.
