The Labour Party is launching its local election campaign ahead of polling day on 2 May, with a focus on levelling up.

At an event in the West Midlands, Sir Keir Starmer will accuse the Tories of having failed on "levelling up" and will pledge further devolution.

His deputy, Angela Rayner, will say voters have a chance to "put an end to the chaos and the failure visible in every community";
