Human rights group Amnesty International is accusing Spain and Morocco of a coverup over the deaths of dozens of refugees and migrants a year ago.
A large number of people tried to cross a border fence from Morocco into the tiny North African coastal enclave of Melilla, which is Spanish territory.
But what happened next is disputed.
