NATO Secretary-General Jens Stoltenberg said on Thursday that according to their intelligence, despite earlier this week saying it would scale down its military operations around Kyiv, Russia was not withdrawing but regrouping and repositioning in and around Ukraine.

"Russia is trying to regroup, resupply and reinforce its offensive in the Donbas region," he said. "At the same time, Russia maintains pressure on Kyiv and other cities."

Moscow has said it is now focusing on "liberating" the Donbas region, two southeastern provinces partly controlled by separatists backed by Russia.

Stoltenberg, asked about the potential use of chemical and biological weapons by Russia, said any use of these types of weapons would "change the whole nature" of the conflict and would result in severe consequences.
