Quebec Cardinal Marc Ouellet, head of the Vatican's powerful bishops' office, is retiring, the Vatican has announced. Ouellet at 78 is three years past the normal retirement age for bishops. He is facing sexual misconduct allegations, which first surfaced last summer in a class-action lawsuit against the archdiocese of Quebec.
