Russian President Vladimir Putin says Russia is not responsible for sky-high energy prices in Europe.

The Kremlin leader said Wednesday, during his speech at an energy forum in Russia, that his country Is “ready to buy European goods, but they do not sell them to us.” He blamed the West for stoking the energy crisis and reiterated his claims that the U.S. is to blame for explosions along the Nord Stream 1 and Nord Stream 2 pipelines.

“Ordinary Europeans are suffering. In the space of a year, their electricity and gas bills more than tripled. The population, as in the Middle Ages, has been left to stock up on firewood for the winter,” he said.

“What’s Russia got to do with it?”

Putin said it would be developing countries that would pay the highest price as energy costs rise.

He said gas could still be delivered via Nord Stream 2 pipeline, as part of the pipeline remains functional. However, he said Moscow would not supply energy to countries that cap oil prices.

“We won’t inflict losses on ourselves,” he said.
