15 members of the European Union want gas prices to be capped but Germany and Netherlands disagree.
One proposal at the EU energy ministers meeting is to set up upper and lower price limits for gas.
Another proposal at the EU meeting in Prague is price caps only on gas used for electricity.
Germany has already announced a subsidy package worth nearly $200b to help business & consumers.
