New Zealand Associate Minister of Health Ayesha Verrall announced Thursday that the government was planning to ban young people from ever buying cigarettes in their lifetime in one of the world's toughest crackdowns on the tobacco industry.

While legislation is not expected to be introduced until next year and the law would only impact those who would turn 14 or younger starting in 2027, it still would prevent anyone in this age group at the time from being able to purchase cigarettes even as they age. The restrictions would be rolled out in stages however, beginning in a reduction of authorized sellers in 2024, followed by reduced nicotine requirements in 2025.

The expectation of the new rules, the government said, is to halve the country's smoking rates in as few as 10 years from when they take effect. Only Bhutan has harsher rules over cigarettes, with a full ban on cigarette sales.
