NATO Secretary-General Jens Stoltenberg spoke on Tuesday ahead of the two-day NATO defence ministers summit to discuss the Russian war on Ukraine and Europe’s energy crisis.

Stoltenberg condemned “Russia's horrific and indiscriminate attacks on civilian infrastructure” after a series of attacks on multiple Ukrainian cities knocked out power and water, shattering buildings and killing at least 14 people.

NATO is in discussions with defence companies and members of the alliance on how to boost weapons production and replenish stocks that have been wound down by deliveries of material to support Ukraine in its war with Russia, the alliance's chief said.

Stoltenberg said allies were increasing security around key installations after attacks on gas pipelines running under the Baltic Sea. It is still unclear who was responsible for the explosions along the pipelines.

He warned that any hybrid or cyber attack on NATO members' infrastructure will trigger “Article 5” and will be met with a "united and determined response."

Commenting on the veiled threats of nuclear weapons use by Russian President Vladimir Putin, Stoltenberg said that NATO was closely monitoring Russia's nuclear forces and had not seen any changes in their posture.
