U.S. Marine Corps Commandant Gen. David Berger said Wednesday that NATO must face a Russian adversary that is more difficult to predict and be ready to respond.

"We have a clear understanding of what their capabilities are and we've studied their doctrine for a long time," he said. "Their decision-making on the part of the president, that's another factor."

His comments come as NATO is conducting "Cold Response" drills in northern Norway, which he said are crucial to prepare allied forces on land, sea, in the air, and at a moment's notice.

The scenario for the drills has been similar for years, with Norway being attacked by a fictional country, triggering the alliance's collective defence clause and leading to troops from the U.S., allies and partners coming to its aid. This year has added significance, however, for some of the roughly 30,000 troops taking part because of the invasion of Ukraine.
