1. Russian forces bombarded a besieged city in northern Ukraine, a day after promising to scale down operations there, and Kyiv and its Western allies dismissed a pullback near the capital as a ploy to regroup by invaders taking heavy losses.

2. Germany triggered an emergency plan to manage gas supplies on Wednesday that could see Europe's largest economy ration power if a standoff over a Russian demand to pay for fuel with roubles disrupts or halts supplies.

3. President Joe Biden signed into law the first federal legislation to make lynching a hate crime, addressing a history of racist killings in the United States, after the Senate passed the bill earlier this month.

4. South Korea's military has said North Korea's largest missile test yet used an older, smaller intercontinental ballistic missile, and not the massive new Hwasong-17 ICBM, in part to try to head off negative domestic reaction to a failed launch.
