LATEST UPDATES: Ukraine recaptured cities of Izium and Kupiansk

Ukraine says its forces have recaptured cities of Izium and Kupiansk in Eastern Kharkiv region.
Kupiansk is a railway hub, while Izium was a major base for Russian forces in the region.
Russia says its troops are withdrawing from the city of Izium and are 'regrouping'.
Parts of eastern Ukraine including city of Kharkiv have experienced power outages.
