Labour's levelling up secretary, Lisa Nandy, says "rumours have been swirling around Westminster" that ministers, including Dominic Raab, were implicated in the bullying and mistreatment of civil servants.

Ms Nandy said some bullying behaviour seemed to be particularly directed towards women.

Mr Raab, who is the justice secretary, denies claims he bullied staff while working as foreign secretary.
