1. Russia sent its strongest signal so far that it is willing to engage with U.S. security proposals and reiterated that it does not want war over Ukraine.

2. President Joe Biden said he plans by the end of February to nominate a Black woman to replace retiring U.S. Supreme Court Justice Stephen Breyer, a historic first that he called "long overdue.”

3. A federal judge invalidated the results of an oil and gas lease sale in the Gulf of Mexico saying the Biden administration failed to properly account for the auction's climate change impact.

4. The U.S. Coast Guard called off a three-day search for 34 people lost at sea off Florida from a boat that capsized while engaged in what officials suspect was an attempt to smuggle migrants into the United States from the Bahamas.

5. An inquiry into COVID-19 lockdown-breaking gatherings in Downing Street that might determine the future of British Prime Minister Boris Johnson could be further delayed after the police asked for the report to make only “minimal reference” to those events.
