Biden announces Supreme Court Justice Breyer's retirement, will nominate Black woman to court

U.S. President Joe Biden formally announced the retirement of Supreme Court Justice Stephen Breyer, with the 83-year-old set to step down from the bench of the country's highest court at the end of the current term in the summer.

Biden called the moment "bittersweet," having voted for Breyer's initial nomination to the U.S. Court of Appeals for the First Circuit and then when he was put forward to be a justice on the Supreme Court in 1994. He said Breyer's legacy included authoring landmark opinions including reproductive rights and voting rights.

The president said he plans to nominate someone to fill Breyer's seat who will have "extraordinary qualifications, character, experience and integrity" and they will be the first Black woman nominated to the court. He stressed he had made no decision yet, but he would consult with members of both parties of the Senate, leading scholars and Vice-President Kamala Harris on his choice. He said it's his intention to announce a decision by the end of February.

Breyer also delivered remarks after the president and spoke about opinions former presidents held about the country, including Abraham Lincoln and George Washington, which is that the U.S. is an "experiment" based on the Constitution and founding principles that is still going on. He added it is the next generations that will determine if that experiment still works and as an optimist, he's sure it will.
