Israel's military spokesman says an increased number of 239 people are now being held captive by Hamas - and other groups in Gaza.
Relatives have criticized Prime Minister Benjamin Netanyahu for not making the issue a top priority.
They are increasingly concerned after Israel's military says it targeted Hamas tunnels in Gaza, where many captives are believed to be held.
They criticised the government's failure to update them on negotiations.
