Iraq's local elections marred by low turnout amid calls for boycott

Iraq has held its first provincial elections in ten years -- with initial results set to be announced on Tuesday.
The ruling Shia alliance is widely expected to win, after a boycott by the main political opposition.
Turnout was low, at 41 percent.
