President Joko Widodo has launched a settlement programme for victims of some past human rights abuses, including violence by security personnel, crackdowns against student demonstrators in the '90s, and the years of civil conflict in the province of Aceh.
But survivors and relatives of victims say the new scheme does not bring them any closer to justice, arguing the programme does not hold perpetrators accountable and does not help people find out what happened to loved ones.
The government says that the programme does not interfere with legal avenues for justice.
