India's Prime Minister Narendra Modi has been accused of remarks which crossed the line into hate speech against Muslims during a political rally on Sunday.

"When they (the Congress) were in power, they said Muslims have the first right over the nation's wealth. This means they will collect people's wealth and distribute it to whom? To those who have more children. To the infiltrators," Modi said.

The opposition party candidate, Shashi Tharoor, condemned Modi's comments, saying, "This is a very disgraceful speech made by the prime minister."

The Congress party filed a complaint Monday with the Election Commission of India, alleging he broke rules that bar candidates from engaging in any activity that aggravates religious tensions.

In a separate campaign rally in Rajasthan state, Modi accused his opponents of giving away caste-based reservations to Muslims.

The general election has begun in India, the largest democratic process on planet Earth.
