US top diplomat Anthony Blinken has arrived in Israel for talks, where he has said "how Israel defends itself matters" as he underlined support for the country.
Speaking alongside Mr Blinken, Israeli President Isaac Herzog said that Israel had warned Gazan citizens in advance of Israeli actions, "including the Jabalia attack".
"We want them to evacuate the premises that are being shelled...you move out so we can go in according to international law and defend our people," said Mr Herzog.
Mr Blinken added: "We stand strongly with Israel... it has the right and obligation to defend itself and to ensure the events of 7 October never happen again."
The US diplomat is on his third visit to the country since the deadly Hamas attacks on 7 October.
