Ukrainian Foreign Minister Dmytro Kuleba said Wednesday that Europe was at a critical moment as tensions were rising due to Moscow's troop build-up near Ukraine's border.
Kuleba said it was necessary to show strength and take the threat of a potential Russian invasion into account.
Speaking after attending a meeting with foreign ministers from NATO in Riga, Kuleba called on Ukraine's allies to "show strength in order to avoid the need to be proving it later."
U.S. Secretary of State Antony Blinken said Russia's plans included efforts to destabilize Ukraine from within as well as large-scale military operations.
"Now we don't know whether President Putin has made the decision to invade. We do know that he is putting in place the capacity to do so on short order, should he so decide. So, despite uncertainty about tensions and timing, we must prepare for all contingencies, while working to see to it that Russia reverses course," Blinken said.
EU’s foreign policy chief Josep Borrell assured Ukraine of the EU’s strong support for its territorial integrity and sovereignty on Wednesday. The EU's top diplomat told reporters the “territorial integrity and sovereignty of Ukraine is above anything,” ahead of NATO’S Foreign Ministers Summit in Riga.
