The European Commission has taken legal action against pharmaceutical company Astrazeneca.
It says the vaccine manufacturer breached its contract to supply enough of the COVID-19 jab.
The EU's executive branch says the company also has not come up with a strategy to ensure the timely delivery of doses.
Astrazeneca admitted it would not be able to deliver all of the 180 million doses it agreed to give the EU.
The European Union says this delay has affected its ability to meet a target of vaccinating 70 percent of adults by summer.
