Former Health Minister Lord James Bethell has told Sky News "we have gone backwards rather than forwards in being ready for any future pandemic" and that it is taking "far too long to learn the practical lessons of the mistakes that we made the first time round."

Lord Bethell said testing infrastructure has been taken down, surveillance of biothreats "isn't good enough", and said the UK does not have a good pandemic plan in place.
