Britain and the US have accused Beijing of a years-long cyber espionage program, targeting politicians, journalists, dissidents, and critics around the world.
The US has charged seven Chinese nationals, while the UK sanctioned two officials and one organisation.
They say the attacks have gone on since at least 2010, and millions of people have been affected.
