The state debt of the tiny Balkan country of Montenegro is doubling, as it tries to build one of the world's most expensive highways, with a price tag now over $1 billion.
The country has borrowed most of the money needed from China, and the loan has left the country at the mercy of Beijing, as it grows desperate for a bailout.
