Biden said his intention is not to cast blame but to ensure it never happens again.
And in Turkey, Turkish officials lashed out, summoning the US ambassador to lodge a protest.
Turkey has fiercely denied the mass killings of nearly 1.5 million Armenian men, women and children was an act of genocide, saying the deaths were the result of warfare.
