Biden lauds American Rescue Plan, says country "on the move again" in address to Congress | FULL

U.S. President Joe Biden delivered his first address to a joint session of Congress on Wednesday evening where he celebrated his America Rescue Plan and said the country was "on the move again."

Before he began his speech, Biden celebrated Kamala Harris as the first female vice president in U.S. history, saying "it's about time."

The president discussed the extraordinary times the world is in right now with the COVID-19 pandemic saying it's a time of "crisis and opportunity" and when he took office "America's house was on fire."

But with his America Rescue Plan, something he called as "one of the most consequential rescue packages in American history" is already delivering results. With his initial promise of providing 100 million COVID-19 vaccine shots in his first 100 days, he said they've delivered over 220 million shots.

He promoted his "Buy American" strategy and said all the investments in his American jobs plan will be guided by the principle of buying American products while adding it "does not violate any trade agreement."

The president urged a $1.8 trillion investment in children, families and education to help rebuild an economy devastated by the virus and compete with rising global competitors.

Just 200 people, mostly lawmakers plus a handful of representatives of other arms of government and select family members, attended the masked, socially distanced speech.
