U.S. President Joe Biden on Thursday discussed sanctions on Russia and a recent phone call with Russian President Vladimir Putin, after the Biden administration announced the expulsion of 10 Russian diplomats and sanctions against dozens of people and companies in response to last year's election interference and hacking of federal agencies.
Biden said during his address that "now is the time" to de-escalate tensions with Russia, stating there is still room for the two countries to work together.
"I was clear with President Putin that we could have gone further, but I chose not to do so," he said in his remarks. "I chose to be proportionate."
Biden also proposed an in-person meeting with Putin “to address a range of issues” facing both countries. He said the United States and Russia “could launch a strategic stability dialogue to pursue cooperation" on arms control, security and “critical global challenges" if the summit were to occur.
