U.S. President Joe Biden announced new sanctions against Russia and humanitarian aid for Ukraine during a news conference at NATO meetings in Brussels, Belgium on Thursday.

Biden said the new sanctions will target over 400 individuals while more than $1 billion in humanitarian assistance will be headed to Ukraine.

While announcing new sanctions, the president also explained that sanctions won’t deter Vladimir Putin in Ukraine, but the keeping up of sanctions and pressure will, Biden reasoned.

“Sanctions never deter…The maintenance of sanctions, the increasing of pain and the demonstration of why I asked for this NATO meeting today is to be sure that after a month we will sustain what we’re doing, not just next month, the following month but for the remainder of this entire year. That’s what will stop him,” Biden said.

Biden also stated that NATO would respond to a chemical or biological attack by Russia in Ukraine, but declined to elaborate further.
