Why is aid piling up outside of Gaza?

Multiple aid agencies say they are unable to work or deliver aid to tens of thousands of starving Palestinians trapped inside Gaza.
Israel blames the United Nations for the lack of deliveries and aid piling up at the Karem Abu Salem crossing.

Mohenad Ghassan Itayim heads the Gaza emergency response team, at the aid group, ANERA.
He says what was already a difficult operation, has now become nearly impossible.
