Rep. Joe Neguse, D-Colo., one of nine House impeachment managers prosecuting the case against former President Donald Trump, spoke Tuesday in a hearing about the constitutionality of holding an impeachment trial against a former president. Many Republicans have argued that the trial should not go forward because Trump is no longer in office, an argument that is a key piece of Trump's defense, but Democrats are arguing to proceed.
Neguse noted precedents set by past impeachments, such as that of former War Secretary William Belknap, former Sen. William Blount, then-sitting Judge Robert Archbald and former District Judge George English. He argued that when the founding fathers wrote the Constitution they did not exclude public officials after they left office.
