The number of new claims for unemployment benefits has dropped in the United States, but many companies are still struggling to find workers.
Some business owners say a weekly $300 subsidy for the jobless is encouraging people to stay home instead of look for work.
Most Republican-controlled states are now looking to cut these payments.
