The US ambassador to the United Nations pledged that the UN Security Council will press Russia hard in a Monday session to discuss Moscow's massing of troops near Ukraine and rising fears it is planning an invasion.
Politicians in the US are debating what to do about Russia - which has more than 100,000 troops stationed on its border with Ukraine.
Senators are close to reaching a deal on legislation that would spell out severe consequences if Russia acts.
They say it is unlikely that the UN Security Council will take action when it meets on Monday.
