Turkey’s defence minister said Wednesday that a deal aimed at resuming Ukraine’s Black Sea grain exports has been reached, adding that he expects a final agreement will be signed next week.

Defence Minister Hulusi Akar said the deal between Ukraine, Russia and Turkey includes joint controls for checking shipments in harbours. He also said Turkey would set up a coordination centre with Ukraine, Russia and the United Nations for grain exports and that his country would ensure the safety of Black Sea export routes.

United Nations (UN) Secretary-General Antonio Guterres was hopeful but cautious about the progress made during the talks, which are aimed at getting shipments moving of Ukrainian grain, which has been blockaded during the war.

“I’m optimistic, but it's not yet fully done,” he said.

“We have seen a critical step forward. More technical work will now be needed to materialize today’s progress. But the momentum is clear.”

Russia’s invasion of Ukraine has sent prices for grains, cooking oils, fuel and fertilizer soaring and has stalled exports, leaving dozens of ships stranded and some 20 million tonnes of grain stuck in silos at Odesa.
