Texas Gov. Greg Abbott declared 23 counties near Dallas "disaster areas" on Tuesday, following "historic" downpours the area hadn't seen for nearly 90 years.

"We got hit pretty hard and we got hit in a historic way," Dallas mayor Eric Johnson said at a joint news conference with the governor.

A torrential downpour and subsequent flooding washed out major roads, and left businesses and homes with severe water damage. Rainfall over a 24-hour period ending Monday night exceeded forecasts, with one area in east Dallas experiencing more than 38cm of rain, according to Dallas water utility’s floodway operations.

The National Weather Service (NWS) said flood warnings in some parts of Dallas were in effect until at least Wednesday morning, with risks of thunderstorms and brief periods of heavy rainfall possible for Tuesday and Wednesday.
