Security has been ramped up in Haryana's Karnal ahead of a possible face-off with farmers protesting the farm laws and the August 28 lathi charge by police. The farmers have called for a mahapanchayat and a march to the district headquarters. Talks between farmers and officials - over permission for a protest march to the district headquarters in Haryana's Karnal - have failed. 11 farmer leaders at the meeting are returning to the Karnal grain market, where the kisan mahapanchayat awaits, and are expected to announce that the march will go ahead regardless.
