South Korea says a boat carrying a group of North Korean citizens apparently seeking to defect has crossed into South Korean waters. The vessel was intercepted off the eastern port city of Sokcho and those aboard were brought to safety. It is the second known case of North Koreans crossing the sea border to seek defection in recent months. Nine people crossed the western sea boundary on a fishing boat in May. Most North Korean escapees make their way through China and southeast Asia.
