Former Sri Lankan President Gotabaya Rajapaksa is said to be responsible for banning imports of chemical fertiliser, which has cut rice production in half.
It is being blamed for helping to bring the country to the brink of a food emergency.
In just three years, the Sri Lanka that long been a rice exporter was forced to Import their staple food.
Most smallholder farmers in Sri Lanka say they will not be irrigating their fields in the current growing season, which runs from May to August and is known as the Yala season.
They say the fertiliser ban induced crop failures, coming amid nationwide fuel shortages, make farming untenable.
