Small businesses who don't qualify for COVID-19 aid ask for Ottawa's help

Scarlet Osborne is one of the hundreds of small-business owners across Canada that signed a petition asking the federal government to allow new businesses to access the COVID-19 government support programs. Businesses that did not earn revenue in 2019 are excluded from the emergency wage, rent subsidy and emergency business loan programs.
