Sir Keir Starmer warns 'policy matters' after ULEZ blamed for by-election loss in Uxbridge

Labour leader Sir Keir Starmer has revealed that he's spoken to the Mayor of London Sadiq Khan after concerns that his plan to expand the capital's ultra-low emission zone cost the party victory in Thursday's Uxbridge by-election.

Sir Keir said the failure to win Boris Johnson's former seat was a reminder that "policy matters".
