Russia is hosting an international security conference outside Moscow, attended by China's new Defense Minister, Li Shangfu.

Shangfu's presence is seen by Western powers as a sign of support for Russia's war in Ukraine. In his opening address, Russian President Vladimir Putin again blamed the West for fuelling unrest around the globe. Russian allies Belarus, Iran and Syria are also in attendance.
