September 20, 2023: Armenia, Azerbaijan agree to ceasefire, AG Merrick Garland, US shutdown looms, Canada-India tensions, UAW trike

1. Armenian separatist forces in Azerbaijan's breakaway region of Nagorno-Karabakh surrendered and agreed to a ceasefire on Wednesday, 24 hours after Baku began an offensive to restore full control of its territory.

2. U.S. Attorney General Merrick Garland plans to tell a Republican-controlled U.S. House of Representatives committee on Wednesday that he runs a nonpolitical department that does not do the bidding of the president or lawmakers.

3. Republicans who control the U.S. House of Representatives failed to advance two spending bills on Tuesday, as party infighting threatened the ability of Congress to fund the government and avert a partial shutdown at the end of the month.

4, India urged caution on Wednesday by its nationals in Canada, and those planning to visit, as relations deteriorated after each nation expelled one of the other's diplomats in an escalating row over the murder of a Sikh separatist leader.

5. A Toledo grocery store parking lot was full of Jeeps and Fords on Tuesday morning in a show of strength by auto workers on strike from Stellantis's nearby Jeep plant.
