S Africa power cuts: Court orders gov't to exempt schools and hospitals

South African President Cyril Ramaphosa has denied politicians are "sleeping on the job" when it comes to the energy crisis.
A court has ordered his government to exempt hospitals and schools from rolling blackouts.
But the administration says the cuts are preventing a total collapse of the grid and exempting certain areas is impossible, and that it will appeal the ruling.
