European leaders are condemning Russia's decision to expel diplomats from Sweden, Poland and Germany for taking part in "unlawful" opposition rallies, organised by Alexey Navalny.
It coincided with a visit by the European Union's top diplomat, Josep Borrell, to Moscow to meet his Russian counterpart, Sergey Lavrov.
