When asked about the constitutionality of the Gujarat government's decision to set up a panel for Uniform Civil Code, constitutional expert Faizan Mustafa says, "The mere effect of the personal laws included in the concurrent list means different states can have different personal laws." He further says that if implementing UCC in one-go will polarize the society, then reforms in personal law should be done in "piecemeal" way. He also says that just opposing UCC is not enough, the communities have to bring about internal reforms.
