A government programme to build affordable housing was suspended in 2011 during the armed revolution and work has not yet resumed.
That has made it difficult for new home buyers and some businesses as the country tries to recover from more than a decade of conflict.
Life has not been easy for millions of Libyans in recent years; conflict and political divisions have made it difficult for authorities to focus on development.
