Mouin Rabbani, a non-resident fellow at the Center for Conflict and Humanitarian Studies in Doha, Qatar, noted that, unlike previous attacks by Israeli forces on Palestinian civilians, Israel now claims it is investigating the Rafah camp attack that killed 45 people.
Rabbani told Al Jazeera that the recent developments, referred to as a "diplomatic tsunami"—including the International Court of Justice's recent ruling and the International Criminal Court’s applications for arrest warrants—are gradually beginning to have an effect.
He further commented on the broader international situation, stating that US President Joe Biden's "red line" in Gaza appears to be a "river of Palestinian blood," which senior US officials seem quite willing to tolerate.
Regarding the European response, Rabbani observed that there has been significant condemnation of the attack. However, he argued that after eight months of what he described as a brutal, genocidal campaign, mere statements are meaningless without concrete actions to end such acts, which occur almost daily.
Rabbani suggested that one objective of this attack was to demonstrate that the US does not, in fact, have a red line.
