1. President Joe Biden said the federal government could breach its $28.4 trillion debt limit in a historic default unless Republicans join Democrats in voting to raise it in the two next weeks.

2. Taiwan needs to be on alert for China's "over the top" military activities, the premier said, after a record 56 Chinese aircraft flew into Taiwan's air defence zone.

3. More oil from a massive offshore spill landed on the southern California shore, with beaches closed and dead fish and birds washing up on shore as officials investigated whether a ship anchor striking a pipeline could have triggered the leak.
