Raman Bhalla has been appointed the working president of the Jammu and Kashmir unit of Congress in what is being seen as a snub to party stalwart Ghulam Nabi Azad. Mr Bhalla is considered close to state unit chief Ghulam Ahmed Mir in protest against whom many Azad loyalists had resigned from party posts.
