A news conference is being delivered by NATO Secretary General Jens Stoltenberg in Brussels.

Having recently appeared with President Zelenskyy, Mr Stoltenberg said Vladimir Putin was "preparing once again to use winter as a weapon of war" by attacking energy infrastructure in Ukraine.
